Sri Bandaru Dattathrey, the first Minister for Labour and Employment in the first term of BJP, want to increase the Minimum Pension to 3,000/-. He was dropped from the Ministry. Now he is the Governor of Haryana State where BJP is heading the Government. Haryana and Andhra Pradesh were the only States in the country who are paying 3,000/- as Free Old Age Pension till May, 2024. Now Andhra Pradesh increased it to 4,000/- from June, 2024 paid on 01-07-2024. Assembly Elections are due in Haryana in the month of October, 2024 and the Free Old Age Pension may go upto 4,000/- whichever party comes to power on par with Andhra Pradesh.

Haryana has another speciality. It is the first State in the country which is compensating the short fall in EPS,’95 Pension to 3,000/- and paying to all EPS,’95 Pensioners of the State. Now EPS,’95 Pensioners after Assembly elections may get 4,000/- which includes their EPS,’95 Pension in Haryana. Incidentally Sri Bandaru Dattatreya is the Governor of Haryana. He might have definitely used his good offices in this regard which he cannot do at the Centre when he was Minister for Labour & Employment before the invincible Modiji.

Before last U.P. Elections, when National Agitation Committee of UP Branch met Sri Rajnath Singhji, the number three at the Centre. He promised to move the issue in Parliament. But nothing happenend.

When Sri K.S. Premchandran, MP from Kollam and of the Revolutionary Socialist Party, moved a Private Members’ Bill in Parliment for enhancement of Minimum Pension to 3,000/- during 2017, he was persuaded by the then Minister for Labour & Employment to drop the move and agreed to constitute a High-Empowered Moniotiring Committee to look into the issue he want to present i.e., Minimum Pension of 3,000/-. The Committe submitted its report in the month of December, 2018, suggesting Minimum Pension of 2,000/- “provided” the Government of India offer subsidy. When Government comes forward to subsidise Minimum Pension of 2,000/-, EPFO can straight away pay the Minimum Pension of 2,000/-.
For this there is no need for the recommendation of High-Empowered Moniotoring Committee. Nothing happened after submission of the Committee’s report.

Next, Sri Bhupendra Yadav, the then Minister for Labour & Employment was falicitated by NAC at Aurangabad, when,he told that he is yet to receive reports from Actuary. Unless he goes through the reports, he cannot promise anything. Now Sri Bupendraji gone and nothing changed.

Sri Kapilavai Dileep Kumar, former MLC from Telangana who also worked as P.A. to KCR when he was Minister for Labour & Employment, once told in an interview that Minister of State working under the Cabinet Minister has no independent powers. Thus Smt Sobha Karanlaadje from Karnataka who is Minister of State for Labour and Employement now arranged for talks between the Joint Secretaries of her Ministry and EPFO Officials along with NAC Team. There are 56 Additional Central Provident Fund Commissioners throughout the Country under EPFO who are of similar rank of Joint Secretary. And the talks now being held are between the Offiers of the rank of Joint Secretaries of EPFO and Ministry of Labour & Employement. Will something fruitful comes out? One has to wait with bated breath.

हरियाणा और आंध्र प्रदेश देश के एकमात्र राज्य थे जो मई, 2024 तक 3,000/- मुफ्त वृद्धावस्था पेंशन के रूप में दे रहे थे। अब आंध्र प्रदेश ने इसे जून, 2024 से बढ़ाकर 4,000/- कर दिया है, जिसका भुगतान 01-07-2024 को किया जाएगा। हरियाणा में अक्टूबर, 2024 के महीने में विधानसभा चुनाव होने हैं और आंध्र प्रदेश के बराबर जो भी पार्टी सत्ता में आएगी, मुफ्त वृद्धावस्था पेंशन 4,000/- तक हो सकती है।

जब श्री के.एस. कोल्लम से सांसद और रिवोल्यूशनरी सोशलिस्ट पार्टी के प्रेमचंद्रन ने 2017 में न्यूनतम पेंशन को बढ़ाकर 3,000/- करने के लिए संसद में एक निजी सदस्य विधेयक पेश किया था, लेकिन तत्कालीन श्रम एवं रोजगार मंत्री ने उन्हें इस कदम को वापस लेने के लिए राजी कर लिया और वे जिस मुद्दे को प्रस्तुत करना चाहते थे, यानी 3,000/- की न्यूनतम पेंशन पर विचार करने के लिए एक उच्च-अधिकार प्राप्त निगरानी समिति गठित करने पर सहमत हो गए। समिति ने दिसंबर, 2018 के महीने में अपनी रिपोर्ट प्रस्तुत की, जिसमें 2,000/- की न्यूनतम पेंशन का सुझाव दिया गया, “बशर्ते” भारत सरकार सब्सिडी प्रदान करे। जब सरकार 2,000/- की न्यूनतम पेंशन पर सब्सिडी देने के लिए आगे आती है, तो ईपीएफओ सीधे 2,000/- की न्यूनतम पेंशन का भुगतान कर सकता है। इसके लिए उच्च-अधिकार प्राप्त निगरानी समिति की सिफारिश की कोई आवश्यकता नहीं है। समिति की रिपोर्ट प्रस्तुत करने के बाद कुछ नहीं हुआ। इसके बाद, तत्कालीन श्रम एवं रोजगार मंत्री श्री भूपेंद्र यादव को औरंगाबाद में एनएसी द्वारा सुविधा प्रदान की गई, जब उन्होंने बताया कि उन्हें अभी तक एक्चुअरी से रिपोर्ट नहीं मिली है। जब तक वे रिपोर्ट नहीं देख लेते, वे कुछ भी वादा नहीं कर सकते। अब श्री भूपेंद्र जी चले गए और कुछ भी नहीं बदला। तेलंगाना के पूर्व एमएलसी श्री कपिलवई दिलीप कुमार, जिन्होंने केसीआर के श्रम एवं रोजगार मंत्री रहते हुए उनके निजी सहायक के रूप में भी काम किया था, ने एक बार एक साक्षात्कार में बताया था कि कैबिनेट मंत्री के अधीन काम करने वाले राज्य मंत्री के पास कोई स्वतंत्र शक्ति नहीं होती है। इस प्रकार कर्नाटक की श्रम एवं रोजगार राज्य मंत्री श्रीमती शोभा करनलाडजे ने अब अपने मंत्रालय के संयुक्त सचिवों और ईपीएफओ अधिकारियों तथा एनएसी टीम के बीच वार्ता की व्यवस्था की है। ईपीएफओ के तहत पूरे देश में 56 अतिरिक्त केंद्रीय भविष्य निधि आयुक्त हैं, जो संयुक्त सचिव के समान रैंक के हैं। और अब जो वार्ता हो रही है, वह ईपीएफओ और श्रम एवं रोजगार मंत्रालय के संयुक्त सचिव रैंक के अधिकारियों के बीच है। क्या कुछ सार्थक निकलेगा? हमें सांस रोककर इंतजार करना होगा।
